Establishment of Ninh Co Economic Zone (Nam Dinh)

Deputy Prime Minister Tran Hong Ha has signed Decision No. 88/QD-TTg dated January 14, 2025, approving the establishment of the Ninh Co Economic Zone in Nam Dinh Province.

The Ninh Co Economic Zone covers an area of 13,950 hectares, located at the southernmost part of Nam Dinh Province, with geographical coordinates as follows: northernmost point at 106°13'14" E and 20°07'30" N, southernmost point at 106°05'10" E and 19°52'55" N, easternmost point at 106°15'30" E and 20°04'16" N, and westernmost point at 106°05'30" E and 19°58'16" N. It comprises nine administrative units and tidal flats, specifically:  

In Nghia Hung District: the entire Rang Dong township, Phuc Thang commune, Nghia Loi commune, Nam Dien commune, part of Quy Nhat township (formerly Nghia Binh commune), and surrounding tidal flats.  

In Hai Hau District: the entire Thinh Long township, Hai Ninh commune, Hai Chau commune, and Hai Hoa commune.  

The Ninh Co Economic Zone includes functional areas aligned with its development objectives. The scale and location of each functional area are determined by the general planning for the Ninh Co Economic Zone approved by the competent authorities.  

Aiming to develop into a comprehensive coastal economic zone  

The primary objective is to maximize the advantages of a high-quality workforce and strategic location for economic, trade, and service connectivity with neighboring areas. The plan integrates investment attraction and economic development with national defense and security, while preserving and enhancing the ecosystem, historical sites, and cultural heritage within the zone.  

The vision for the Ninh Co Economic Zone is to become a comprehensive, multi-sectoral, multifunctional coastal economic zone, a key driver for Nam Dinh Province's breakthrough development. The zone will feature synchronized infrastructure and a favorable investment climate, aiming to serve as a hub for marine economic development. It will complement and interact with other coastal economic zones, creating momentum for the Red River Delta region and the Gulf of Tonkin economic belt. The project is expected to generate jobs, provide training, enhance the quality of human resources, and improve residents' income.  

The operation, mechanisms, policies, and management of the Ninh Co Economic Zone will adhere to laws governing industrial zones, economic zones, investment, and other relevant legal documents.  

Development roadmap and plans  

Phase I (2024–2026): Completion of construction planning and investment in critical infrastructure projects.  
Phase II (2026–2030): Further development and synchronization of infrastructure, focusing on urban, industrial, and service infrastructure.  
Phase III (post-2030): Completion of a modern and fully integrated economic and social infrastructure system.  

Ensuring socio-economic efficiency of the Ninh Co Economic Zone  

The Deputy Prime Minister has tasked the Nam Dinh Provincial People’s Committee with overseeing relevant agencies to review and ensure land use indicators within the Ninh Co Economic Zone comply with six national land-use planning indicators allocated to Nam Dinh Province under Decision No. 326/QD-TTg dated March 9, 2022, Decision No. 227/QD-TTg dated March 12, 2024, and subsequent amendments (if any).  

Socio-economic efficiency will be pursued through sustainable development, addressing social welfare issues, and creating new employment opportunities for those affected by land acquisition. Effective environmental protection, disaster prevention, and climate change adaptation measures will also be implemented. Environmental protection solutions and indicators will be integrated into spatial development plans for the Ninh Co Economic Zone.  

Authorities will organize the preparation of a general planning framework for the Ninh Co Economic Zone, submit it for approval, and develop functional subdivision plans, ensuring continuity with ongoing planning initiatives. Investments will be mobilized for constructing functional areas, projects, technical and social infrastructure, resettlement zones, and social housing in line with the approved general plan.
