The newly established industrial cluster will focus on sectors such as food production and processing, garment manufacturing, footwear, and machinery.

The People's Committee of Thanh Hoa Province has just issued Decision No. 139/QĐ-UBND regarding the establishment of the Hoang Dong Industrial Cluster, covering approximately 30 hectares in Hoang Dong Commune, Hoang Hoa District.
According to the decision, this new industrial cluster will concentrate on industries including food production and processing, garment manufacturing, footwear, machinery, automotive parts, consumer goods, and local industries that need preservation and development.
Additionally, services such as warehousing, packaging, goods transportation, and equipment repair will also be emphasized for development.
The approved infrastructure investor is Thanh Nam Construction and Trading Co., Ltd. The total investment capital is projected to be around 300 billion VND, with equity accounting for 26.67% (80 billion VND), while the remainder will be financed through bank loans and other legal sources.
The project timeline is set from Q1 2025 to the end of Q4 2025 for completing legal procedures, including detailed planning approval at a scale of 1/500, land measurement, conversion of rice land use purposes, environmental impact assessment, design and construction appraisal, land clearance, and issuance of construction permits.
From Q1 2026 to the end of Q4 2027, construction and completion of technical infrastructure will take place, preparing for secondary investors to lease land for production and business activities.
Starting from Q1 2028, secondary investors will be welcomed. Production projects will only be allowed to operate once the infrastructure is fully completed.
According to the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision toward 2045 approved in Decision No. 153/QĐ-TTg dated February 27, 2023 by the Prime Minister, by 2030 the province aims to have 115 industrial clusters covering a total area of 5,267.25 hectares.
As of now, the province has established 46 industrial clusters with a total area of nearly 1,000 hectares. Among them are two clusters that have completed 100% of their approved infrastructure: Thai Thang Industrial Cluster (Hoang Hoa District), covering 30.7 hectares with two secondary investors leasing a total area of 15.5 hectares; and Van Ha Town Industrial Cluster (Thieu Hoa District), covering 17.64 hectares with one secondary investor leasing an area of 12.16 hectares.
