The groundbreaking ceremony saw the attendance of Doan Thanh Son, Vice Chairman of the Lang Son Provincial People’s Committee; representatives from Bac Son District authorities; Truong Dinh Hai, Chairman of the Board of Directors at Ngan Tin Group and TDG Global; and leaders from TDG Global Company, among others.
Speaking at the ceremony, Dinh Phu Minh, Vice Chairman of the Board of Directors of TDG Global, highlighted that under Decision No. 651/QD-UBND dated April 29, 2023, by the Lang Son Provincial People’s Committee, the investment policy and investor approval for the Bac Son 2 Industrial Cluster project was granted. Covering nearly 25 hectares, the project received a land lease approval through Decision No. 2112/QD-UB on November 27, 2024. Additionally, Construction Permit No. 64/GPXD-CT, issued by the Bac Son District People’s Committee on December 9, 2024, has confirmed the project is ready for construction and implementation.
With an investment of over 280 billion VND and a total area of nearly 25 hectares, the project aims to develop modern technical infrastructure. This includes functional zones such as industrial land, administrative land, technical infrastructure, green spaces, and transport systems, all designed to meet national construction planning standards. Beyond its industrial infrastructure business objectives, the project seeks to attract secondary investments, boost economic restructuring, address environmental pollution, create jobs, and improve the quality of life for residents.
Within the 16 hectares designated for industrial infrastructure, TDG Global is concurrently developing a biomass power plant project with a capacity of 12 MW. This plant will cover 6.5 hectares and require an investment of approximately 600 billion VND.
"The investor has cleared over 24 hectares of land according to the investment certificate issued by the province, with more than 52 billion VND already spent on land clearance," stated Dinh Phu Minh.
According to Lang Son Province’s master plan for the 2021-2030 period, with a vision toward 2050 as approved by the Prime Minister, the province is set to develop along the model of one development axis, two economic corridors, and three economic zones. Industrial development has been identified as one of four breakthrough focuses for growth. For the 2021-2030 period, the province plans to develop 24 industrial clusters spanning a total area of 1,158.1 hectares.
Significant progress has been made to achieve these goals. The province has so far established 10 industrial clusters, covering approximately 450 hectares, and two industrial parks. Bac Son District, as the southwestern gateway of Lang Son connecting to Thai Nguyen Province via National Highway 1B, is designated for three industrial clusters: Bac Son 1, Bac Son 2, and Bac Son 3, as outlined in the provincial master plan.

At the groundbreaking ceremony, TDG Global Investment Joint Stock Company and Van Loc Liquefied Gas Company signed a MoU for leasing land use rights with attached infrastructure (covering an area of 8 hectares).
“The groundbreaking of the Bac Son 2 Industrial Cluster project is a clear testament to the effective policies of the Party Committee, local government, and the people. Once completed and operational, the project will provide land for concentrated industrial production, create jobs for local residents, and contribute to the socio-economic development of Bac Son District and the southwestern economic zone of Lang Son Province,” emphasized the Vice Chairman of Lang Son Provincial People’s Committee.
As part of the ceremony, TDG Global Investment Joint Stock Company and Van Loc Liquefied Gas Company signed a memorandum of understanding for leasing land use rights with attached infrastructure, covering an area of 8 hectares.
