Promoting Policy Development and Support

Regarding the development of high-tech parks, the Ministry of Science and Technology stated that in 2024, efforts to formulate supportive policies and promote the construction and development of high-tech parks; including high-tech agricultural zones, high-tech parks, and centralized information technology zones will continue to be strengthened. At the same time, local authorities are encouraged to take a more proactive role in preparing and submitting planning proposals for approval by competent authorities, ensuring alignment with future development directions for high-tech parks.

The Ministry of Science and Technology has submitted to the Government Decree No. 10/2024/NĐ-CP, which outlines regulations on high-tech parks. Additionally, the Ministry has issued a circular under its jurisdiction to establish criteria for identifying investment projects in high-tech research and development facilities and high-tech application projects aimed at producing high-tech products in these parks.

Furthermore, the Ministry has collaborated with the Hanoi People's Committee and relevant ministries and agencies to review, assess, and summarize the implementation of Decree No. 74/2017/NĐ-CP. This review includes proposing comprehensive amendments or replacements, identifying unresolved and incomplete policies, and recommending solutions to the Government to address these issues and supplement regulations for Hoa Lac High-Tech Park. These efforts aim to ensure consistency and alignment with the revised Capital Law.

In parallel, the Ministry has coordinated with high-tech park management boards to review and provide feedback on land management and land lease incentives, as outlined in the guiding documents for the Land Law.

Notably, in 2024, the Ministry submitted a proposal to the Prime Minister to establish and issue operating regulations for the Hanoi Biotechnology High-Tech Park. It is also processing the establishment and regulation issuance for the Ha Nam High-Tech Park and evaluating the project dossier for the Can Tho High-Tech Park.

Five High-Tech Parks Established

To date, under the Master Plan for High-Tech Park Development up to 2020 with a vision toward 2030, five high-tech parks have been established: Hoa Lac High-Tech Park, Ho Chi Minh City High-Tech Park, Da Nang High-Tech Park, Dong Nai Biotechnology High-Tech Park, and Hanoi Biotechnology High-Tech Park.

Among these, the three national high-tech parks (Hoa Lac, Ho Chi Minh City, and Da Nang) have attracted numerous investment projects from globally renowned corporations and companies in high technology. These parks host significant research and development projects while supporting entrepreneurship and innovation activities.

The high-tech parks have successfully produced advanced technology products, meeting the demands of both domestic and regional markets. Notably, they have started forming a value chain linking training, research, and production, fostering an innovative environment with training centers, research facilities, and innovation hubs.

The Ministry of Science and Technology also revealed that proposals to expand Ho Chi Minh City High-Tech Park and Da Nang High-Tech Park are under consideration. The Da Nang High-Tech Park, covering a total planned area of 1,128.4 hectares, includes six functional zones: a high-tech production zone; a research, development, training, and business incubation zone; a management and administrative zone; a technical infrastructure hub; and zones for logistics, high-tech services, and support facilities.

Currently, Da Nang is effectively implementing its “Comprehensive Development Plan for Da Nang High-Tech Park to 2030,” focusing on investing in the technical infrastructure of the park to ensure its sustainable growth and contribution to the region's technological advancement.
