The Hai Phong southern coastal economic zone, covering about 20,000 hectares, aims to invest in the free trade zone, prioritizing the development of industrial parks, logistics centers, and urban areas along the coastal road. The economic zone will take advantage of Nam Do Son port and Tien Lang international airport planning. Additionally, Hai Phong city also wants to develop the Cat Ba archipelago into a "green" tourist destination.

The project construction consultant is Omgeving (Belgium). The master plan design of the project focuses on 4 main factors: green cycle, multimodal connection, smart industrial network, and destination for active life. Accordingly, the economic zone will have key projects such as Tien Lang international airport, Nam Do Son port, industrial parks, industrial clusters, new urban areas, indigenous residential areas, and agricultural land areas, meeting the requirements of green and sustainable development.

Hai Phong is one of the pioneering localities in implementing the National Green Growth Strategy. Especially in Hai Phong, DEEP C Industrial Park and Nam Cau Kien Industrial Park are oriented to develop into eco-industrial parks and are pioneering in building eco-industrial parks in Vietnam.
