Representing the investor consortium, Mr. Kasutani, Deputy General Director of Tokyo Gas, stated that the consortium is collaborating closely with consultants to complete legal procedures and develop a detailed investment plan.

The investors are also mobilizing all necessary resources, including finance, workforce, technology, machinery, and advanced equipment, to prepare for the plant's construction phase. Tokyo Gas expressed hope that the leadership of Thai Binh Province will continue to support land clearance and address emerging challenges to ensure the project’s timely implementation.

During the session, Thai Binh Provincial People’s Committee Chairman Nguyen Khac Than affirmed that this is a key national project for energy security and will boost the socio-economic development of both Thai Binh Province and the northern region. Therefore, the project has been included on the province's list of priority initiatives, with direct oversight from provincial leaders to ensure progress and promptly resolve any arising issues.

The Thai Binh LNG Power Plant project is being developed by a consortium comprising Tokyo Gas, Kyuden Electric Power Company (Japan), and Truong Thanh Vietnam Group. The plant is designed with a capacity of 1,500 MW and a total investment of approximately 2 billion USD. Construction is scheduled to begin in the third quarter of 2025, with commercial operations expected before 2030.

The project not only promises economic benefits but is also projected to contribute significantly to the local budget. Estimates suggest that total tax contributions to the national budget during the construction phase will reach approximately 3.6 trillion VND. Once operational, the plant is expected to contribute an average of 4 trillion VND annually to the budget through various taxes.

The Thai Binh LNG Power Plant project will not only enhance national energy security but also stimulate local industrial and economic development. As a pioneering project in the use of liquefied natural gas (LNG), a clean and environmentally friendly energy source, the plant will provide a stable electricity supply for the region, create job opportunities for local workers, and promote sustainable socio-economic development in Thai Binh.

During the working session, Thai Binh Province and the investor consortium agreed on specific plans and solutions to accelerate project progress and committed to mutual support during the implementation process. With thorough preparation and close cooperation between local authorities and investors, the Thai Binh LNG Power Plant project is steadily approaching the construction phase, promising to make a significant contribution to the sustainable development of both the province and the nation.
