Expressing his pleasure at the reunion with the Rosatom leader, Prime Minister Pham Minh Chinh affirmed that Vietnam always deeply appreciates the support and assistance provided by the Russian people during the nation’s struggle for independence and reunification, as well as and in the current national construction and development. He emphasized Vietnam's commitment to its Comprehensive Strategic Partnership with Russia, with peaceful energy cooperation and space research identified as areas of great potential.

The Prime Minister commended Russia's longstanding cooperation and support in training Vietnamese scientists and experts in atomic energy, designing and operating the Da Lat Nuclear Reactor, developing the Vietnam-Russia Tropical Center, and supplying radioactive materials for cancer diagnosis and treatment.

He highlighted that Vietnam is on the brink of entering a new era of prosperity, civilization, and strength. The country aims to accelerate development to achieve modern industrialization and upper-middle-income status by 2030 and to become a high-income developed nation by 2045. Within this vision, Vietnam plans to resume its nuclear power project to ensure energy security, drive national development, and honor its commitment to net-zero emissions by 2050.

The Prime Minister expressed his desire for Rosatom and Russia to continue deepening cooperation with Vietnam, not only in nuclear power but also in advancing nuclear science and technology for peaceful purposes and socio-economic development. This includes supporting Vietnam in training human resources, transferring technology, optimizing the country's potential in nuclear energy, transferring governance expertise, and enhancing management capabilities to foster the development of Vietnam's nuclear technology sector.

Prime Minister Pham Minh Chinh emphasized clear assignments for relevant ministries, sectors, and agencies to work closely with Russian counterparts. He instructed that all tasks must be implemented under the principles of "clear responsibilities, clear individuals, clear timelines, and clear outcomes," ensuring a spirit of “harmonized interests and shared risks.”

Rosatom Director General Alexey Likhachev, meeting Prime Minister Pham Minh Chinh for the third time in six months, expressed his delight at the close engagement. As a leading nuclear energy corporation with a long history of cooperation with Vietnam, Rosatom is eager to deepen its collaboration with the country and bring high-level agreements between the two nations to fruition.

Likhachev stated that Rosatom is ready to support Vietnam in building nuclear power plants, establishing new, state-of-the-art nuclear centers, transferring advanced technologies, localizing nuclear products, and developing Vietnam's nuclear science and industry. With a vision spanning hundreds of years, Rosatom is committed to using nuclear energy to support Vietnam's socio-economic development in line with the Prime Minister's outlined objectives.
