Deputy Prime Minister Bui Thanh Son has signed Decision No. 1541/QD-TTg to establish the Ha Nam Hi-Tech Park.
According to the decision, the Ha Nam Hi-Tech Park, under the jurisdiction of the People’s Committee of Ha Nam Province, will cover an area of 663.19 hectares across the communes of Tran Hung Dao, Nhan My, Nhan Nghia, Nhan Binh, Xuan Khe, and Phu Phuc in Ly Nhan District, Ha Nam Province.
The Ha Nam Hi-Tech Park will engage in high-tech activities in line with Vietnam’s policies and orientations for high-tech development and global trends. In the initial phase, the focus will be on attracting high-tech investments in fields such as artificial intelligence, electronics and semiconductors, biotechnology and pharmaceuticals, and advanced materials technology.
The Deputy Prime Minister has directed the People’s Committee of Ha Nam Province to coordinate with the Ministry of Science and Technology to draft the operating regulations for the Ha Nam Hi-Tech Park and submit them to the Prime Minister for approval.
The People’s Committee is also tasked with preparing, appraising, and approving the construction planning and determining the boundaries and location of the Ha Nam Hi-Tech Park to ensure alignment with the stipulated area and scale. The committee must carry out procedures for investment policy approval and select investors for infrastructure development and business operations in accordance with legal regulations.
Additionally, a proposal must be developed to establish a unit under the People’s Committee of Ha Nam Province to function as the management board of the Ha Nam Hi-Tech Park. This unit must be organized in a streamlined, effective, and efficient manner and submitted to the Prime Minister for approval.
The People’s Committee is responsible for organizing, developing, and managing the Ha Nam Hi-Tech Park, including determining its development direction, objectives, nature, functions, and tasks, in compliance with state regulations.
The Ministry of Science and Technology is tasked with guiding, inspecting, and monitoring the park’s operations to ensure their effectiveness and alignment with its objectives and functions. The ministry will also collaborate with the People’s Committee of Ha Nam Province to draft the park's operating regulations and submit them to the Prime Minister for approval.
Relevant ministries and agencies are required to assist and guide the People’s Committee of Ha Nam Province in the construction and management of the Ha Nam Hi-Tech Park, based on their assigned functions and duties.
