Under the agreement, both sides will collaborate to support agencies, localities, and businesses in Binh Dinh Province in establishing connections and cooperation with Japanese partners and vice versa, based on equality, mutual respect, and mutual benefits.  

According to the memorandum signed between the People's Committee of Binh Dinh and the Japan-Vietnam Friendship Association in Sakai City, the two parties will work together to introduce and promote Binh Dinh Province’s potential, strengths, and investment opportunities to Japanese businesses, investors, and partners. They will also facilitate and support businesses and investors from Sakai City in visiting Binh Dinh to explore investment and business opportunities in mutually interested fields. Both sides will assist enterprises in accessing markets, adopting green development trends, and applying scientific, high-tech, and innovative technologies to enhance their management and business capacities, thereby meeting the demands for import, export, and product consumption.  

The two parties also committed to helping the business community leverage the advantages of trade agreements that both Vietnam and Japan participate in, contributing to the effective implementation of commitments under those agreements. Additionally, they aim to promote cooperation in agriculture, tourism, healthcare, culture, education, and other areas of mutual interest.  

At the signing ceremony, Mr. Kato Hirosuke, Chairman of the Japan-Vietnam Friendship Association in Sakai City, expressed confidence that the agreement would mark a significant step forward in the cooperative relationship between the two sides.  

Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh Province, expressed his hope that Binh Dinh Province and the Japan-Vietnam Friendship Association in Sakai City would regularly organize investment promotion conferences, cultural exchanges, and educational and sports events both in Binh Dinh and in other localities in Japan:  

"Our determination, responsibility, and desire for long-term, effective cooperation between Binh Dinh Province and the Japan-Vietnam Friendship Association in Sakai City, Japan, must lead to practical and effective outcomes. Following today’s signing, Binh Dinh will establish an annual, monthly, and quarterly plan to address issues promptly and ensure timely communication on various matters. Only by doing so can we achieve concrete results in the new areas of cooperation."  

Currently, Binh Dinh Province hosts 19 Japanese-invested projects with a total registered investment capital of nearly 97 million USD. The province considers Japan's market and partners as highly significant and promising. In addition to enhancing efforts to attract investment from Japan, Binh Dinh also seeks to strengthen cooperative relationships with Japanese localities and partners to mobilize resources, particularly in capital, machinery, equipment, and science and technology, to support its socio-economic development.
